Tiny gate marked skillet Id

I bought at my local cast iron honey hole this tiny gate marked skillet. It kind of has a old unmarked Wagner ribbed handle. But I've never seen a wagner with a gate mark. Any idea of maker? Was this a salesman sample? childs toy? Or for kitchen use?

Dimensions are 4 1/4 inches by 1in or alittle under

I doubt we will ever know the maker. But is this really a pre 1900 skillet?

I doubt it. The bottom looks smudgy and uneven, which means a filler was probably applied to an existing pattern (or an actual skillet) in order to make a copy of it. If that's true, it's impossible to guess when it was actually cast.
