As common as every skillet cast using that error-containing pattern. Likely, as with many Wapak pans, that this one used an early Victor (by Griswold) as the basis for a pattern. It appears that Wapak's economy line was even more short-lived than its overall hollow ware production, 1912-1926 vs. 1902-1926.
They call them Economy Brands for a reason, such as this kind of flaw. I guess its still true today, you get what you pay for, ect.....I have an Oneta #8, its not my favorite skillet, but I collect Wapak, and they made this. Nice unique pan by the way!
