Thanks for the clarification of SMS. It definitely isn't that, but still a mystery. Does the #9 on the bottom and the under side of the handle give any clues to a manufacturer? I doubt it, but just asking.
 
No. It's incised, so it had to be already in whatever was used as the pattern. If others just like it were found with different incised numbers or characters, one could assume it was just to identify different working patterns.
