Are these really Wagners from the 1920s?

They're not in the books. Although they can't absolutely be verified as unmarked Wagner, the physical characteristics and quality are consistent with Wagner in every way. Or to put it another way, there's no proof that they're not Wagner.
 
These pans show an interesting variety of handle designs. Maybe there was a little less conformity in manufacture at that time? A nice group of skillets, ME.
