Default Is the White Layer on the Inside of This Pot Enamel or Plated?

I bought this pot yesterday with some others. Brought it home and cleaned it up. Not sure if the white layer makes this pot unsafe to cook in or not?? An acquaintance mentioned it might be plated, might be enameled. I am hoping to cook with it but want to be safe for my family. Thanks in advance for any and all feedback.

Looks like enamel to me. Generally its not recommended to cook in products with damaged enamel, but I could be wrong. Any ideas on the maker?

Hello Joe, Thanks for the reply.
There is a Capital H in a Diamond on the underside, an angled line/bar across the center and what could be either an I or 1 on the opposite side of the bottom
Having issues with this computer. Will try to post a pic from another.
Can you explain the issue with not using if enamel is gone? Toxic?
