If it were mine I would start by putting it in the lye tank and not be in any hurry to take it out. After a long soaking I would use a fine steel wool to see what all comes off and then assess whether it needed additional attention. Could be that most everything will clean up and little more treating could be limited to a vinegar and water solution used just on the inside of the pan.
