Enamel Coated 4" pan ID help

Can someone tell me who made this? There are zero markings on the pan. Thanks!

Probably imported (European?), but the lack of any markings at all, even a part number or a diameter in cm is odd. 4" is rather small for a skillet. A toy perhaps? Sometimes Google Lens can find a match, but not on this one.
