Default National - One Quotation Mark (No Star)

New to collecting and this is my first post...

I was at an antique shop recently and found a National #8 that only had one quotation mark to the left of the "N", but no quotation mark to the right of the "L". There was no star.

The pan itself looked like the attached - but again it had only one quotation mark (the attached pic doesn't have any quotes)(not to self, take picture next time).

I was hoping to get thoughts...

Is this a fake? A flaw? If it is a flaw is there any value in pans with these types of flaws?
