Possible BSR or something else?

I found this fairly shallow No. 3 skillet on Friday and after removing the thick crud I can't really tell what I've got. It look in some ways like a BSR, but not quite like any I've ever seen. The inside is very smooth, but appears to be unpolished. Any thoughts? Is this an early imported piece?

During the Red Mountain period, BSR made a "3S" skillet, slightly smaller than a regular #3. Also offered during that time were skillets in both "plain or AA finishes".
 
I have a #3 BSR that is the twin to your skillet. When I first picked it up it had so much crud that I didn't know what I had. After a session in the electro it came out with a very slick smooth surface and now it has become one of my best users. David
