If you just want a user, no. I would say it has little, if any, collector value but you can still cook in it.
I would hate looking at those chips every time I cooked in it which is odd for me because I generally like old, distressed things and happily use my severely pitted cast iron skillets.
 
Great cooking surface. The only bad area is in the handle. Just make sure to season the bare iron on the handle.
 
Just make sure that no chips are in the cooking area. Enameled cookware is also known as appendicitis pots for a reason.
