Painted Mail Pouch Tobacco Skillet - ID Maker, Please

Can anyone identify the maker of this painted skillet? I fear that there may be no additional markings underneath of the paint to assist in the identification of the manufacturer. The skillet has a reinforced lip, no heat ring, and a distinctively shaped handle with an incised number 8 on top of it. The skillet appears to be well made. I bought it with the intention of returning it to its original state as a functional frying pan; however, I like the artwork. I may keep the skillet "as is" and display it on a wall in my kitchen.

Looks a little bit like the Griswold/Wagner aquisition era pan. The spouts are small but the handle shape and number resemble Griswold.
