question about cleaning CI

I have just read the section on using a lye tub, which is what I have. It's pretty cold up here in WA state right now and, since my tub has to be outside, it has pretty much gone to sleep. A friend advised I get an aquarium heater, and I did that but have yet to set it up. Question--What would be a safe and yet effective temperature for me to shoot for?

I was surprised to read that an e-tank will remove carbon; from what I read, it sounds like it will remove just about anything--crud, rust, carbon. If yes, I need one of those!
 
Heh. What temp is it at when it works? Something higher but below boiling might be a good range. Some heaters need to be covered w/ liquid or they fry. Higher temps mean more evaporation.
