Looks like there may be a small gate at the right leg in the picture.

other than that, no noticeable gate like i'm used to seeing.

The "3l" looks like the same font as Vollrath but then again, the No. with the "o" being underlined reminds me of Martin.

Elongated legs?? A better look at the handle would help. If the top looks like the bottom of the handle....... Asian. Do you have the lid?? Not a Vollrath nor a Martin pan.
Picture of the top of the handle and the lid will help.
