Yes, it is a Wagner. For some unknown reason, more than one manufacturer produced hammered ware unmarked (with no marked counterparts). Wagner also cast this same piece in aluminum. Recently sold listings (not just "completed") on eBay will give the best approximation of current value, although pieces can still be found "in the wild" potentially for less.
