The handle design is common for its era. Skillets often have the size number raised in bas relief in the well. The stock answers on pieces like it are we can estimate when (mid to late 1800s), and sometimes whereabouts, but, without unique markings, not by whom.

Thank you. Funny, I've seen cast iron my whole life, but never have really looked at it closely enough to notice all these details.
