Wagner Chicken Fryer Pan Surface!!

I picked up a Wagner 10.5 chicken pan and noticed the surface is very rough. Are these pans supposed to be smooth or have textured surface?

Any information appreciated

At some point, Wagner (as did Lodge) discontinued polish grinding pieces. I suppose technically a chicken fryer wouldn't need a smooth cooking surface if all one was doing is frying chicken.
 
Thanks Doug. Anyway to date the pan?? Not too familiar with these and assume they are newer. This one looks like it was never used. Seller indicated it wasn’t.
 
"1891 Original" was meant to commemorate Wagner's 100th anniversary. It appears they were sold as early as 1989, however.
