there doesn't appear to be any remnants of markings on either handle so probably not a 'real' waterman, but possibly copied from waterman. this isn't a style of gem pan that I see around these parts.
 
I think we may have one of those that is marked. It's outside in a vinegar bath now. I will check it out and get back to you.
 
Here's the post I made earlier this month referencing the same #3 pan that I thought might be a Waterman but according to DougD it was probably a copy. That being said it cleaned up quiet nicely and seasoned well also. Have noticed that my pan had gate marks on the underside where as I didn't see any on the pan you posted.
BTW. That 10 cup gem pan looks a lot like the Griswold p/n947. Did it not have any identifying marks?

I remember seeing the earlier post...
this one is definitely side/end gated... the only grind marks are on the end of the handles at each end.

and yes, the little gem pan used for size comparison is marked and is a griswold 947. it just happened to be close by for the photo op.
