What Causes This?

I recently acquired a boat-load of skillets and am in the process of cleaning them. Several of the skillets have a whitish-looking surface that did not clean up after the e-tank cleaning. It looks like they were previously cleaned because the white color stops just below the hanging hole, as if they were dipped in something. Any ideas? Here's a picture...
