Why 3's and Not 4's?

The other thread on 4's got me thinking as to why 3's and not 4's? Why would you need that smaller size in the kitchen? Did stores sell sets of CI that didn't include 4's or 7's skillets? Is there anything in mfg or store literature to suggest a reason?
 
some have mentioned that at times either manufacturers or retailers put together sets of #3, #5 and #8 and sold them together as 'starter sets'... I don't know how common that practice was... but that might provide a reason why there are more of those sizes and less of the others.
