Symbol Ware. Also seen are saucepans and skillets. Many sources place them 1960s, but 1950s is more likely, given Griswold had already been sold by the 1960s. I have the same #99 roaster including the original trivet. It was a mess when I got it, but the area around the lid handle was in good shape, often being a point of entry for rust on the enameled metal. A lot of scrubbing with Dawn Power Dissolver restored the base nicely.
