Default Cooking Surface Anomaly on Wagner...?

Hello, I have a really pronounced circular bump on a Wagner #5 I just cleaned up, does not look like it could have been caused by improper use, more like an error by the factory. I am very new to this, I would appreciate any insight!

The polish grinding process involved mounting a pan on a rotating mechanism then a machine operator moving a spinning grindstone head across the surface. The bump seems more pronounced, however, than what would be expected, say, if the operator didn't complete the task across the entire surface.
