That's actually a number #9. Gatemarking sometimes indicates early 1900's or earlier, but no guarantee. It's almost impossible to assign a foundry to a piece like that - Doug might have more insight.

As rough as the handle looks it makes me wonder if that pan may be a recast.

Flashing in holes of handles isn't all that uncommon, although one would think the size number would be a bit more defined. I would think if a recast it would have a second gate mark.
