unmarked wagner?

I pulled a tiny pan out of the lye bath today. It is a really nice pan and appears to be an unmarked Wagner #3. It doesn't say #3 anywhere. The only mark it has is a F on the underside of the handle. Did Wagner make pans without numbers?
 
Here is a photo of the pan I am asking about. I included one photo next to a Piqua ware 3 for size comparison. I really like this unmarked skillet more than the marked Piqua, it has a nicer cooking surface. I hope you can see the tiny F on the underside of the handle.

Yes, that's what I've seen called an unmarked Wagner before at an antique shop. The handle certainly looks Wagner to me. I know with their older skillets they didn't put the number on top of the handle, so maybe this is an in-between skillet of some sort?
