Help Identifying This Unmarked #3

Can you help to identify this CI skillet? It is flat bottomed with no markings on the bottom of the skillet. It has a 3 incised on the handle where your thumb rests. The only other marking is on the under side of the handle wher a 0 is found.

Any information or comments will be appreciated.

Requests for ID should always include at least one shot of the entire bottom of the pan including the handle. Close-ups of small details are often not all that helpful.
