How Clean is Clean Enough?

I am trying my hand at my first restore. A lodge #3, w notch variety.

Strip went well, now vinegar bath and steel wool to clean it of all rust.

I THINK I have all the rust off, but the outside of the pan does have a slightly browner tint than the inside. Just worried I might not have it cleaned enough?

Is there an easy way to tell when it is clean-clean and ready to season?
 
I should have put pics of where I am now with it.

So this is after vinegar bath and some 000 steel wool.

It looks like light surface rust that comes from rinsing. This is normal. If you want to minimize this, rinse with cold water instead of hot or warm water.

I will season away this afternoon and evening. Pics of the other #8s to come later as well.
