It's the top half of the Wagner Ware 5 star skillet set....circ.1941. The part you're missing has the WW logo and the cat. No 1403.

This is the top to the double skillet set that has the deep bottom skillet. The set marked 5 Star Skillet is a regular depth bottom skillet with a shallow skillet for a lid.

The deeper set was called a "Combination Fryer-Roaster", c/n 1402-T. The easiest way to distinguish its parts, from afar, from the 5-Star Skillet Set parts is the 5-Star's handles "droop" while the deeper set's handles are level with their rims. The deeper set's cover is also deeper than the 5-Star's, 1-3/4" vs. 1".

I believe this would be the bottom half.
